Wang Jiangping: Thank you for your concern for specialized, innovative, and small and medium-sized enterprises. Supporting the development of small and medium-sized enterprises is a long-term strategy of the country. As the comprehensive management department responsible for promoting small and medium-sized enterprises under the State Council, the Ministry of Industry and Information Technology has always adhered to the development direction of specialization, refinement, novelty, and gradient cultivation of high-quality small and medium-sized enterprises. At present, there are 141000 specialized and innovative small and medium-sized enterprises and 14600 specialized and innovative "little giant" enterprises emerging in China, which have played an important role in promoting new industrialization and developing new quality productivity.
Next, the Ministry of Industry and Information Technology will work with relevant departments to establish a mechanism to promote the development and growth of specialized, refined, unique, and new small and medium-sized enterprises, improve the full cycle cultivation system of "seed selection, seedling cultivation, and optimization", and promote the high-quality development of specialized, refined, unique, and new small and medium-sized enterprises.
In terms of technological innovation. We have launched a new round of specialized, refined, and innovative support policies in collaboration with the Ministry of Finance. This year, we will provide central financial support to over 1000 key "little giant" enterprises to build new momentum, tackle new technologies, develop new products, and strengthen the supporting capabilities of the industrial chain. Through special refinancing projects, we have supported the technological transformation and equipment updates of over 1100 "little giant" enterprises. Publish a directory of pilot service resources for small and medium-sized enterprises, giving priority to supporting "little giant" enterprises to participate in application plans for key products and processes. Implement the plan to promote the growth of small and medium-sized enterprises through the industrialization of patents, and provide intellectual property services such as rapid pre-approval and certification for qualified specialized, refined, and new small and medium-sized enterprises.
In terms of digital transformation. We have recently selected the second batch of pilot cities for digital transformation of small and medium-sized enterprises. The central government has allocated 2.7 billion yuan in funding, and local governments have invested over 12 billion yuan. Next year, we will select another batch of pilot cities, which are expected to support the digital transformation of more than 40000 small and medium-sized enterprises nationwide.
In terms of financial support. Recently, the Ministry of Industry and Information Technology, in conjunction with the China Securities Regulatory Commission, will launch the third batch of regional equity market "specialized, refined, unique, and new" specialized boards, and sign a strategic cooperation agreement with the Beijing Stock Exchange to further facilitate financing channels for specialized, refined, unique, and new small and medium-sized enterprises in the capital market; In conjunction with relevant departments, we will focus on key industrial chains, launch the "One Month One Chain" financing promotion campaign for small and medium-sized enterprises nationwide, and promote precise docking between financial institutions and small and medium-sized enterprises on the chain.
In terms of service guarantee. Support the establishment of postdoctoral research workstations by "little giants" enterprises, grant the right to recommend high-level talents, and support the pilot implementation of independent evaluation of senior professional titles for specialized, refined, unique and new small and medium-sized enterprises. Promote local governments to provide special support for specialized and innovative small and medium-sized enterprises in areas such as talent settlement, housing, and children's education. Unicorn enterprises, as representative enterprises of new economy, new formats and new models, have the characteristics of fast development speed and high growth potential, and have become a new force driving the development of new quality productivity. In recent years, the number of Chinese unicorn companies has continued to grow, and their comprehensive capabilities have been greatly improved, giving rise to a group of super unicorn companies. Beijing, Shanghai, Hangzhou, Guangzhou, and Shenzhen have gathered a large number of unicorn companies. We have also noticed that in recent years, the number of unicorn companies in Chongqing, Tianjin, Chengdu, Changsha, Wuhan, and other places has gradually increased, showing a trend of multipolar development. Unicorn enterprises from high-end manufacturing, consumer and retail, high-tech and other fields account for over 78%. Among the newly added unicorn enterprises last year, more than half came from hard technology fields such as new energy, artificial intelligence, and semiconductors.
The growth of unicorn companies requires both their own technological strength and a favorable development environment. In the fourth quarter, the Ministry of Industry and Information Technology will work with relevant departments to launch a series of specific measures to promote consumption and expand domestic demand, helping enterprises expand their markets and unleash vitality.
Firstly, focus on investment driven initiatives, implement technological upgrades and equipment renewal projects. We will promptly issue approvals and funds for ultra long term special treasury bond support projects, and speed up the disbursement of 150 billion yuan of signed re loans for technological transformation. Recently, a batch of new special refinancing projects have been recommended to banks, and plans have been made in advance for the pilot of new manufacturing technology transformation in cities by 2025. Accelerate the construction of reserve projects in the industrial sector and generate more physical workload as soon as possible. At present, there are approximately 36000 projects under construction in the industrial sector, and it is expected to drive investment of over 11 trillion yuan in the next three years.
Secondly, organize a series of actions around expanding consumption, optimizing supply, and promoting upgrading. One is to promote the trade in of consumer goods. In order to promote the trade in of electric bicycles, we have formulated and implemented mandatory national standards for electric bicycle lithium batteries, chargers, electrical safety, etc., and released a list of 31 electric bicycle enterprises that meet the regulatory conditions in two batches. The second is to increase the promotion of new energy vehicles. At the end of the year, we will continue to hold special events for new energy vehicles going to rural areas, and promote the development of charging infrastructure in rural areas. We will also add a number of pilot cities for comprehensive electrification of public sector vehicles.
